On July 9, 2022, a sewage pumping station in Longmatan District, Luzhou City, was poisoned, resulting in four deaths.
In order to strengthen the safety management of SDN limited space operation, prevent the occurrence of production safety accidents such as poisoning and suffocation, and effectively protect the life safety of operators, according to the Production Safety Law of the People's Republic of China and relevant standards, combined with the actual situation of the company, the training and exercise of limited space operation were organized on July 19.
First of all, combined with the current situation of limited space operation safety production, focused on the basic knowledge of operation, safety measures, plan formulation, operation approval and emergency rescue to carry out a comprehensive training and explanation. The training mainly includes:
Strict implementation of the job approval system -
○ Strict implementation of the principle of "test first, operation later."
○ Ensure adequate ventilation measures to ensure that the entire operation period in a safe and controlled state.
○ Guide operators must be equipped with and use safety belts (ropes) and other protective equipment.
○ During the operation, the guardian must stay at the operation site, closely monitor the operation situation, and shall not leave the post.
○ Employees should report to the police immediately when they find abnormal conditions, and blind rescue is strictly prohibited.
Subsequently, a field drill was carried out in Shibeng sewage treatment plant to simulate the blockage of sewage well and to dredge it manually.
1. Preparation before homework
1) Close the operation area and give a safety warning
● Before operation, close the operation area, and set up safety signs and warning signs in prominent positions around the entrance and exit.
2) Equipment safety inspection
● Before operation, check safety protective equipment, personal protective equipment, emergency rescue equipment, operating equipment and tools, and replace any problems immediately.
3) Safety disclosure and approval of downhole operation procedures
● Before the operation, all the operating personnel for safety disclosure education, clear tasks, procedures and division of labor, clearly inform the possible risk factors and should take protective measures.
● Before the operation, the operator strictly fill in the approval procedures of the well operation, and sign the file. Well operation can be carried out only after approval of procedures.
4) Forced ventilation
● Before the operation, the operation well check manhole cover open, mechanical forced ventilation.
5) Gas detection
● Strictly implement the principle of "first test and then work", and carry out toxic and harmful gas detection at different points and intervals. And accurately record the test results, until the test results qualified before the well operation.
2. Homework
1) After the operator confirms that the operating environment, operating procedures, safety protective equipment, personal protective equipment and emergency rescue equipment meet the requirements, he shall arrange the operator to enter the underground limited space for operation.
2) After wearing safety protective equipment, operators shall conduct the last toxic and harmful gas detection and confirm that there is no harm before carrying out the operation in limited space. The guardian shall continuously monitor the whole process outside the underground limited space and assign special personnel on site to ensure the safety of operators.
3) After more than ten minutes of work, the operators successfully dredge, and the team members return the materials and the manhole cover. After the operators come up, repeatedly confirm the physical status of the operators.
At the end of the drill, count the exact number of operators before entering and leaving the operation. After the drill is finished, the equipment will be arranged and returned to its place in time.
Through this centralized emergency training, the staff further strengthened the work concept of "safety is to ensure people's livelihood, safety is to promote development, safety is to increase efficiency", and made clear the responsibility to perform production safety supervision and management.
